They are rubber inserts with a metal nut molded inside. When you tighten it the rubber expands in the hole like a plug for a boat sump. With everything rusted and one looking like it was cross threaded, you will need to try to hold it near the threads with some pliers while you turn the bolt. Worst case, cut them off and get new bolts and rubber nuts, you need new ones anyways.

Thanks for the advice, I feel an angle grinder will be coming out to play, unless the WD40 loosens them up 😊

I know this is an old post but I am having the exact same problem. If you read this Spankrino, how did you eventually get those 2 bolts out?
