So I was able to adjust the chain slack without removing the wheel but it's a pain.

First, you have to get the rear wheel off the ground. I used a 6mm hex head socket and wrench. I turned one pinch bolt just enough to break it free, then I did the same to the other pinch bolt. If you loosen one completely before the other, then all the force the two bolts were sharing will be transferred to the other bolt which will make it difficult to loosen and increase the likelihood of rounding off the bolt's hex head. So I loosened each one gradually and slowly alternating between the two.

After I adjusted the slack, I snugged each pinch bolt slightly with a wrench, alternating between one then the other. Then I set my toque wrench to 10 ft lbs, again alternating between the two bolts several times. Then I set the torque wrench to 20 ft lbs again alternating between the two bolts.

I never took off the wheel for the simply job.
